Shelly was born on April 2, 1974, in Brooklyn, New York to Willie Walker Jr. and the late Marie Allen-Franklin. Shelly received her education from the Atlanta Board of Education (elementary school) and the New York City Board of Education (middle and high school). She studied cosmetology at William H. Maxwell High School in Brooklyn, New York. Shelly and her siblings regularly attended Bethlehem Baptist Church in Brooklyn, New York where her mother taught Sunday school classes. At Bethlehem Baptist Church, she sang in the church choir. Shelly moved to McRae-Helena, Georgia in the summer of 1996. She was inspired to join Centilla Missionary Baptist Church where her mother taught Sunday school. Shelly was a member of Centilla until the time of her transition on December 16, 2023. Shelly was preceded in death by her mother (Marie AllenFranklin) and her brother (Maurice Franklin). She leaves to cherish her children: Travis Sanders (McRaeHelena, GA), Allen Keitt IV (McRae-Helena, GA), Kayla Walker (Dublin, GA), and Kylie Walker (McRae-Helena, GA); her fiancé Ted Williams (McRae-Helena, GA); her brothers, Henry (Weenie) Franklin (McRae-Helena, GA) and Kare Brown (Charleston, SC); several grandchildren; grandmother, Nonie Mae Allen (McRae-Helena, GA); and a host of aunts, uncles, nephews, nieces, cousins, and friends
